This has led to rollout of records management systems to be used by general business staff, and not just specialist records managers. The fundamental challenge of rolling out a records management system is that for it to be successful, it requires the active involvement of all staff. If staff choose not to file documents in the system, or don't use it to search for existing documents, the system (and the project as a whole) has failed.
